(c) Enhanced cooperation and capacity at the international and national levels for the implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities, as endorsed at the first Global Programme of Action(GPA) Intergovernmental Review Meeting, held in Montreal, Canada in November 2001(UNEP/GCSS VII.6), and the World Summit on Sustainable Development.
Resulting from the 2nd Intergovernmental Review meeting in Beijing, in October 2006, the implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities will move to its third phase, with a focus on mainstreaming the implementation of the programme in national development processes and budgets, including the Poverty Reduction Strategy Paper and United Nations Development Assistance Framework.

Recalling the Manila Declaration on Furthering the Implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities adopted by the Third Intergovernmental Review Meeting on the Implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities, which highlighted the relevance of the Honolulu Strategy and the Honolulu Commitment and recommended the establishment of a global partnership on marine litter.
With regard to land-based activities, with a view to furthering the implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-Based Activities, the Second Global Conference on Land-Ocean Connections, held in 2013, considered, inter alia, global multi-stakeholder partnerships to address three priority pollution source categories, namely nutrients, marine debris(marine litter) and wastewater.
effective participation in and implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities;
Notes with appreciation the work of the United Nations Environment Programme in giving new momentum to the implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities, in particular in the preparations for the first intergovernmental meeting to review progress in implementing the Programme of Action, the development of the clearing-house mechanism and work in addressing sewage as a major land-based pollutant;

Representatives of Iceland introduced a report on the Reykjavik Conference on Responsible Fisheries in the Marine Ecosystem(E/CN.17/2002/PC.2/3), held from 1 to 4 October 2001, and a report on the results of an intergovernmental review meeting on the implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities(E/CN.17/2002/PC.2/15), organized by UNEP in Montreal from 26 to 30 November 2001.
Invites international and regional financial institutions, in particular the Global Environment Facility, and calls upon donor countries to continue to support the implementation of the Global Programme of Action and to consider, as appropriate, increasing their contributions and technical assistance for building the capacity of developing countries, particularly small island developing States, to mainstream the implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities in national development programmes and budgets;
