II.26 UNTSO provides support and assistance to the United Nations Disengagement Observer Force(UNDOF) and the United Nations Interim Force in Lebanon(UNIFIL) in the implementation of their mandates(A/58/6(Sect. 5), para. 5.46).
Reaffirms the necessity to provide peacekeeping operations with adequate financial resources, especially in their start-up and expanded phases, to enable the timely, full and effective implementation of their mandates in accordance with the relevant resolutions of the Security Council;
However, owing to the biennial structure of the regular budget, the financing and backstopping arrangements for such missions no longer adequately supported the implementation of their mandates and led to lack of transparency and inefficiency in mission management.
The Security Council has recognized the need for benchmarks against which peacekeeping missions should report on the implementation of their mandates, including in relation to the protection of civilians.
The members of the Council reiterate their endorsement- in resolution 1154(1998)- of the Memorandum of Understanding and reaffirm their support for UNSCOM and IAEA in the implementation of their mandates.
(a) Improving the support of mandates- strengthening the Office: participants noted the continuing efforts, in particular by the High Commissioner, to enhance the support to the mandate-holders for the implementation of their mandates.
