It requested the Secretary-General to report to the Assembly at its fifty-first session on further institutional developments related to the strengthening of international organizations in the area of multilateral trade and, in preparing that report, to solicit the views of all Governments, competent regional economic integration organizations and the executive heads of the competent specialized agencies and of other organizations and programmes of the United Nations system on this matter.
However, the above institutional developments, including the results of the ninth session of the Conference, the establishment of relations between the United Nations and WTO, as well as the evolving UNCTAD/WTO cooperation, which may be enlarged to include other relevant international organizations, would suggest that an appropriate international consensus regarding strengthening international organizations in the area of multilateral trade has been achieved.
In pursuance of General Assembly resolution 45/201 the Secretary-General of UNCTAD, on behalf of the Secretary-General of the United Nations, solicited in 1991 the views of the executive heads of 25 specialized agencies and relevant organizations and programmes of the United Nations system on institutional developments related to the strengthening of international organizations in the area of multilateral trade, so as to enable him to report to the Secretary-General of the United Nations.
The report submitted to the Economic and Social Council( E/2004/82) noted the progress made during the Decade and in particular the considerable increase in activities of the United Nations system in relation to indigenous peoples, the greater opportunities for participation by indigenous organizations in international and regional intergovernmental processes, and the positive institutional developments such as the establishment of the mandate of the Special Rapporteur of the Commission and the Permanent Forum on Indigenous Issues.
