Mr. SALAND(Sweden) said that the declaration in question meant that a State accepted the competence of the International Fact-Finding Commission pursuant to article 90 of Protocol I. States could become parties to Protocol I without making the declaration, while States which were already parties to Protocol I and had not yet made the declaration could do so at a later time.
