All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations peace(Charter of the United Nations, Chapter 1, Article 2/4);

يمتنع أعضاء الهيئة جميعاً في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة.(ميثاق الأمم المتحدة، الفصل الأول، المادة 2-4

Paragraph 1 of the resolution: The Security Council"[d]ecides that all States shall refrain from providing any form of support to non-State actors that attempt to develop, acquire, manufacture, possess, transport, transfer or use nuclear, chemical or biological weapons and their means of delivery".

جاء في الفقرة 1 من قرار مجلس الأمن أن المجلس" يقرر أن تمتنع جميع الدول عن تقديم أي شكل من أشكال الدعم للجهات الفاعلة غير الحكومية التي تحاول استحداث أسلحة نووية أو كيميائية أو بيولوجية ووسائل إيصالها، أو حيازة هذه الأسلحة والوسائل أو صنعها أو امتلاكها أو نقلها أو تحويلها أو استعمالها

Pursuant to Article 6 of the Treaty" Each of the High Contracting Parties shall refrain from participation in or maintenance of any kind of action directed against the other High Contracting Party, and agrees not to enter into agreement with third countries directed against the other Party".

وتنص المادة 6 من المعاهدة على أن" يمتنع كل من الطرفين الساميين المتعاقدين عن المشاركة في أي عمل موجه ضد الطرف السامي المتعاقد الآخر أو إدامته، ويوافق كل منهما على عدم إبرام اتفاقات مع بلدان ثالثة موجهة ضد الطرف الآخر

Furthermore, it is beyond any doubt that the above-mentioned resolution constitutes a direct violation of Article 2, paragraph 4, of the Charter of the United Nations, which stipulates that“All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State”.

وعﻻوة على ذلك، ليس هناك أدنى شك في أن القرار المذكور آنفا يشكل انتهاكا مباشرا للفقرة ٤ من المادة ٢ من ميثاق اﻷمم المتحدة التي تنص على أن" يمتنع أعضاء الهيئة جميعا في عﻻقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سﻻمة اﻷراضي أو اﻻستقﻻل السياسي ﻷية دولة"، وكذلك للعديد من اﻷحكام المماثلة في المعاهدات واﻻتفاقات الدولية

Pursuant to Article 2, paragraph 4, of the Charter, States shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the Charter of the United Nations.

The Parties shall refrain, in accordance with the purpose and principles of the Charter of the United Nations, from the threat or use of force

يمتنع الطرفان، وفقا لمقاصد ومبادئ ميثاق اﻷمم المتحدة، عن التهديد باستخدام القوة

By paragraph 1 of resolution 1540(2004), the Security Council decided that" all States shall refrain from providing any form of support to non-State actors that attempt to develop, acquire, manufacture, possess, transport, transfer or use nuclear, chemical or biological weapons and their means of delivery".

قرر مجلس الأمن، في الفقرة 1 من القرار 1540(2004)، أن" تمتنع جميع الدول عن تقديم أي شكل من أشكال الدعم للجهات من غير الدول، التي تحاول استحداث أسلحة نووية أو كيميائية أو بيولوجية ووسائل إيصالها، أو اقتنائها أو صنعها أو حيازتها أو نقلها أو تحويلها أو استعمالها

In particular, Chapter I, Article 2, paragraph 4, of the Charter states that" All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations".

إذ تنص الفقرة 4 من المادة 2 من الفصل الأول من الميثاق على ما يلي:'' يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة'

According to the provisions set out in the Law on Prevention of the Laundering of the Proceeds from Crime credit institutions and financial institutions shall refrain from conducting a transaction if there is cause for suspicion that this transaction is associated with the laundering

Indeed, a military reconnaissance mission should be considered a military action and therefore contravenes paragraph 1 of the Moscow Agreement, which stipulates that" the parties shall scrupulously observe the ceasefire on land, at sea and in the air and shall refrain from any military action against each other".

والواقع، أنه ينبغي اعتبار أي مهمة استطلاع عسكرية عملا عسكريا ومن ثم يتعارض مع الفقرة 1 من اتفاق موسكو الذي ينص على أنه" على الطرفين أن يتقيدا بدقة باتفاق وقف إطلاق النار في البر والبحر والجو وأن يمتنع كل منهما عن القيام بأي عمل عسكري ضد الآخر

In exercising their rights and performing their duties under this Convention, states parties shall refrain from any threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the principles of international law embodies in the Charter of the United Nations".

تمتنع الدول الأطراف، في ممارستها لحقوقها وأدائها لواجباتها بموجب هذه الاتفاقية، عن أي تهديد باستعمال القوة أو استعمالها ضد السلامة الإقليمية أو الاستقلال السياسي لأية دولة، أو بأي صورة أخرى تتنافى ومبادئ القانون الدولي المتضمنة في ميثاق الأمم المتحدة"

The Movement reiterated the basic principle of the UN Charter that all States shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State,

Recognizing the importance of their mutual security, they shall renounce permanently, any resort to war or violence in the conduct of their relations. The Parties shall refrain from any action that may contribute to insecurity in either State, recognizing the adverse effects of conflict on the citizens of and the relations between the two States.

إقرارا من الطرفين بأهمية أمنهما المتبادل، ينبذ الطرفان بصفة دائمة أي عمل من أعمال الحرب أو العنف في العلاقات بينهما، ويمتنعان عن أي عملٍ من شأنه أن يسهم في زعزعة أمن أيٍ دولة منهما، إدراكا منهما لما للنزاع من آثار سلبية على مواطني الدولتين وعلى العلاقات بينهما

Recalling the obligation under resolution 1540(2004) that all States shall refrain from providing any form of support to non-State actors that attempt to develop, acquire, manufacture, possess, transport, transfer or use weapons of mass destruction, including chemical weapons, and their means of delivery.

وإذ يشير إلى الالتزام المنصوص عليه في القرار 1540(2004) بأن تمتنع جميع الدول عن تقديم أي شكل من أشكال الدعم للجهات غير التابعة للدول التي تحاول استحداث أسلحة الدمار الشامل، بما في ذلك الأسلحة الكيميائية، ووسائل إيصالها، أو احتياز هذه الأسلحة والوسائل أو صنعها أو امتلاكها أو نقلها أو تحويلها أو استعمالها

States parties shall cooperate in carrying out their obligations under this Convention and shall refrain from committing, either directly or indirectly, any of the acts prohibited under this Convention and the Conventions in Annex I, or in any manner assisting,
