(b) To catalyse international efforts to pursue the implementation of internationally agreed objectives, the subprogramme will support efforts to promote the further development and implementation of international environmental law, norms and standards, in particular those addressing the goals, targets and commitments identified in the outcomes of United Nations summits and conferences, especially through the implementation of the Programme for the Development and Periodic Review of Environmental Law(Montevideo Programme);

(d) To promote and support the environmental basis for sustainable development at the national level, the subprogramme will support Governments in mainstreaming environment into their development policy processes, including through the UNEP-UNDP Poverty and Environment Initiative, and will assist Governments to ensure that environmental considerations are incorporated into their national development plans, including by making full use of the United Nations Development Group platform.
Paragraph 15.21 Replace the entire paragraph with the following:" The subprogramme will support member States in working towards the vision of an efficient international, integrated, intermodal transport and logistics system that supports the development of coastal areas, hinterlands and landlocked countries by providing, inter alia, physical access and connectivity, through inclusive and sustainable economic and social development.".

The subprogramme will support the implementation of Millennium Development Goal 8 in the ECE region, aiming at developing an open, rule-based, predictable and non-discriminatory trading system, taking into account the importance given to trade as a key vehicle for economic growth, the elimination of poverty and greater regional cooperation and stability in other major United Nations documents.
(d) To promote and support the environmental basis for sustainable development at the national level, the subprogramme will support Governments in mainstreaming environment into their development policy processes, including through the UNEP-UNDP Poverty and Environment Initiative; and will assist Governments to ensure that environmental considerations are incorporated in their national development plans, including by making full use of the United Nations Development Group platform.
In doing so, the subprogramme will emphasize a product life cycle approach and promote public-private partnerships and market-based instruments to create more sustainable supply chains. The subprogramme will support the design of policy frameworks and economic instruments promoting resource efficiency and sustainable production and consumption, as stand-alone tools; in the context of national development policies and the implementation of multilateral environmental agreements; and for integrated waste management and the prevention of environmental risks and recovery from industrial accidents;
(d) To promote and support the environmental basis for sustainable development at the national level, the subprogramme will support Governments in mainstreaming the environment in their development planning processes, including through the UNEP-UNDP Poverty and Environment Initiative. It will also assist Governments and United Nations country teams to ensure their environmental considerations are incorporated into common country assessments, United Nations Development Assistance Frameworks and their associated implementation programmes, including by making full use of the United Nations Development Group platform.
The subprogramme will support intergovernmental discussions on interdependence.
The subprogramme will support the development of international justice and contribute to efforts to eradicate impunity.
The subprogramme will support the Security Council and Member States in addressing the protection of civilians in armed conflict and the adherence to humanitarian principles.
The subprogramme will support city consensus-building processes to establish priorities for socio-economic development and urban investment financing strategies.
The subprogramme will support projects to reduce greenhouse gas emissions and will promote projects for gas infrastructure and transportation networks.
The subprogramme will support projects, especially on gas infrastructure and transportation networks, with particular attention to the Caucasus, Central Asia, the Balkans and Southern Europe.
(c) Regarding the use of sustainable urban basic services, the subprogramme will support programmes and projects aimed at enhancing the use of sustainable urban basic services in partner cities.
The subprogramme will support the implementation of the outcome document of the United Nations Conference on Sustainable Development through activities
Objectives and implementation strategy. The subprogramme will support programme countries in implementing the recommendations on poverty eradication of key United Nations global conferences such as the 1995 World Summit on Social Development.
The subprogramme will support Governments in preparing national action plans on energy efficiency in the residential sector, as recommended in the Action Plan for Energy-Efficient Housing in the ECE region(ECE/HBP/164). 17.47.
The subprogramme will support and strengthen the subsidiary Committee on Information and Communications Technology and Committee on Disaster Risk Reduction of the Commission as the basis for regional consensus building for action and an effective mechanism to contribute to the global mandates.
