public perception towards migration in the framework of the efforts to protect migrants and their rights and in this regard encouraged States to acknowledge the important social, economic and cultural contribution provided by migrants and migration to development, as well as the complex interrelationship between migration and development.
Themes for future years would include international migration, with special emphasis on the linkages between migration and development, and on gender issues and the family(1997); health and mortality, with special emphasis on the linkages between health and development, and on gender and age(1998); and population growth, structure and distribution, with special emphasis on sustained economic growth and sustainable development, including education(1999).
At its twenty-eighth session, the Commission noted that the follow-up to the International Conference on Population and Development would require that the Population Division involve itself in new work, such as elaborating reproductive health indicators and studying the interrelationship between migration and development, and the Commission recommended the strengthening of the Secretariat in the field of population from within existing resources in order to ensure adequate preparation and support for the activities of the Commission(see E/1995/27, annex I).
In line with the follow-up recommendations of the 2009 Athens GFMD meeting and the June 2010 Vienna seminar on'Assessing the impacts of migration and development policies ' organized by the Working Group on Policy Coherence, Data and Research, the discussion in session 3.1 touched on the connections between migration and development and on ways to improve related policy coherence.

More specifically, the exercise was meant to help increase awareness of the nexus between migration and development; assist Governments in identifying the interrelationship between migration and poverty; assist in coordinating government, international organization and donor activities on the issue at the national and regional levels; and provide a methodology for the design, implementation and monitoring of a plan of action on migration and development consistent with national and regional poverty reduction and development strategies.
In 2012, the General Assembly, in its resolution 67/172, requested Member States, the United Nations system, international organizations, civil society and all relevant stakeholders, especially the United Nations High Commissioner for Human Rights, the Special Rapporteur and the Global Migration Group, to ensure that the High-level Dialogue on International Migration and Development to be held in 2013 analyses the linkage between migration and development in a balanced and comprehensive manner that includes, among others, a human rights perspective.
