At the fifth meeting, the parties are also expected to adopt a 10-year strategic plan for the implementation of the Protocol for the period 2011-2020, with the aim of strengthening global, regional and national action to ensure an adequate level of protection in the field of the safe transfer, handling and use of living modified organisms that may have adverse effects on the conservation and sustainable use of biological diversity, taking also into account risks to human health.

The programme will help countries to prepare for the implementation of the protocols of the United Nations Convention against Transnational Organized Crime that address trafficking in persons and smuggling of migrants.
