It also elected the 15 members of the committee which would administer the mechanism for promoting implementation of the provisions of the Convention and compliance with the obligations thereunder, established by the Conference of the Parties in its decision VI/12.96 At its second session, the Group addressed, inter alia, the implementation of the Basel Protocol on Liability and Compensation; the preparation of an instruction manual for the implementation of the Protocol; and issues connected with ship recycling.
Notes the progress made by the first meeting of the Conference of the Parties to the Convention serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety in establishing an operational framework for the implementation of the Protocol and reiterates that the effective implementation of the Protocol will require the full support of Parties and Governments and of relevant international organizations, in particular with regard to the provision of assistance to developing countries in capacity-building for biosafety;

(j) To note the progress made by the third meeting of the Conference of the Parties serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety in establishing an effective framework for the implementation of the Protocol, and stress that it would require the full support of parties and of relevant international organizations, in particular with regard to the provision of assistance to developing countries as well as countries with economies in transition in capacity-building for biosafety;
At the fifth meeting, the parties are also expected to adopt a 10-year strategic plan for the implementation of the Protocol for the period 2011-2020, with the aim of strengthening global, regional and national action to ensure an adequate level of protection in the field of the safe transfer, handling and use of living modified organisms that may have adverse effects on the conservation and sustainable use of biological diversity, taking also into account risks to human health.
(b) Providing legislative and capacity-building assistance for the implementation of the Protocols, with emphasis on the requirements for the full implementation of the provisions of the Migrants Protocol and the Firearms Protocol and taking into consideration other existing agreements in those areas.
With regard to assistance for the implementation of the Protocols, speakers expressed their general support for the relevant proposals on technical assistance contained in the background paper prepared by the Secretariat(CTOC/COP/WG.2/2007/2).
Colombia reported on the constitutional and legal framework for the implementation of the Protocols I and II, including the rulings of its Constitutional Court and current legislation relating to international humanitarian law.

Based on its reviews, it shall make recommendations on any matter necessary for the implementation of the Protocol.
