The President(spoke in Spanish): Members will recall that the Assembly held its high-level meeting on the theme" Africa ' s development needs: state of implementation of various commitments, challenges and the way forward" under agenda item 57 at the 3rd and 4th plenary meetings, on 22 September 2008.

As indicated in that statement, under the terms of operative paragraph 1 of the draft resolution the General Assembly would decide to hold a high-level meeting on the topic“Africa's development needs: state of implementation of various commitments, challenges and the way forward” on 22 September 2008, prior to the general debate of the sixty-third session of the Assembly.
As the substantive office for the High-Level Meeting, the Office of the Special Adviser on Africa prepared the report of the Secretary-General entitled" Africa ' s development needs: state of implementation of various commitments, challenges and the way forward"(A/63/130), which constituted the background document for the meeting.

We, heads of State and Government, ministers and representatives of Member States gathered at a high-level meeting at United Nations Headquarters in New York on 22 September 2008 to address" Africa ' s development needs: state of implementation of various commitments, challenges and the way forward", stress that the high-level meeting represents a unique opportunity to strengthen the global partnership for development in Africa, which is pivotal to bringing Africa into the mainstream of the global economy.
The present report is prepared in compliance with the requirements contained in General Assembly resolution 63/1, in which the Assembly requested the Secretary-General to submit a comprehensive report on" Africa ' s development needs: state of implementation of various commitments, challenges and the way forward" with a view to the formulation, by the time of the sixty-fifth session of the General Assembly, of a mechanism to review the full and timely implementation of all commitments related to Africa ' s development.

The General Assembly decided that the high-level meeting on the theme" Africa ' s development needs: state of implementation of various commitments, challenges and the way forward" would be held on 22 September 2008, and requested the Secretary-General to submit to the meeting a comprehensive report, with recommendations, on the theme in cooperation with relevant development agencies of the United Nations, the Bretton Woods institutions and other relevant regional and international financial and trade institutions(resolution 62/242).
