In its consideration of the item, the Special Committee took into account the provisions of the relevant General Assembly resolutions, including, in particular, the pertinent provisions of resolution 54/91 on the implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples and resolutions 54/89 and 54/90 of the same date relating to specific Territories.

The implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples contained in General Assembly resolution 1514(XV) of 14 December 1960 is not complete as long as there remain Non-Self-Governing Territories that have yet to exercise their right to self-determination, in accordance with the relevant United Nations resolutions, including General Assembly and the Special Committee resolutions on special and particular colonial situations.
In concluding, I should like to ask all Member States to consider positively the recommendations contained in the present draft resolution on the implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples as an expression of support to the principled efforts of the United Nations to put an end to colonialism in all its forms and manifestations in an effective, speedy and unconditional manner.
