As detailed in my report on progress towards the implementation of the Declaration of Commitment on HIV/AIDS(A/58/184), it has already had a devastating social and economic impact in sub-Saharan Africa and, to a lesser extent, the Caribbean.
During the recent high-level meetings devoted to the implementation of the Declaration of Commitment on HIV/AIDS, numerous States, including South Africa, reported significant examples of real implementation of the targets agreed to in the outcome document.
In his report entitled" Progress towards implementation of the Declaration of Commitment on HIV/AIDS", the Secretary-General also confirms that progress has been made, both in respect of action under way and with regard to the allocation of resources.
I now give the floor to the Secretary-General, His Excellency Mr. Kofi Annan, to introduce his report entitled" Progress towards implementation of the Declaration of Commitment on HIV/AIDS"(A/58/184).

although much has been achieved in Mauritius regarding the implementation of the Declaration of Commitment, we have yet to face the most difficult challenges.
Given the scope of the HIV/AIDS epidemic, every effort was made to receive comprehensive input to the report on initial progress towards implementation of the Declaration of Commitment on HIV/AIDS.
Encourages Governments to report fully in preparation for the report of the Secretary-General to the sixtieth session of the General Assembly on the implementation of the Declaration of Commitment on HIV/AIDS;
In so doing, I wish to express my appreciation to the Secretary-General for the presentation of a clear and thoughtful report on progress towards implementation of the Declaration of Commitment on HIV/AIDS, which is contained in document A/57/227.
