وإذْ يقر كذلك بأهمية عدم تهميش المرأة في جميع الجهود ذات الصلة بإدماج البعد الحضري في تنمية المستوطنات البشرية المستدامة وإدارتهاRecognizing also the importance of human rights education in both formal and nonformal contexts in the promotion and protection of human rights.
وإذ تسلّم أيضاً بما للتثقيف في مجال حقوق الإنسان في السياقين الرسمي وغير الرسمي على السواء من أهمية في تعزيز وحماية حقوق الإنسانRecognizing also that local government has different forms and functions in every State in accordance with its constitutional and legal system.
وإذ يسلِّم أيضاً بأن للحكم المحلي أشكالاً ووظائف مختلفة في كل دولة وفقاً لنظامها الدستوري والقانونيRecognizing also the need to intensify efforts to eliminate barriers in law and in practice and to actively facilitate equal political participation.

واذ تدرك أيضا ما تبذله اللجنة اﻷوليمبية الدولية من جهود ﻹحياء تقليد" إيكيتشيريا" اﻹغريقي القديم، أو" الهدنة اﻷوليمبية"، لﻹسهام في التفاهم الدولي وصون السلمRecognizing also that the Israeli siege imposed on the occupied Gaza Strip, including the closure of border crossings, leads to disastrous humanitarian, economic and environmental consequences.
وإذ يقر أيضاً بأن الحصار الإسرائيلي المفروض على قطاع غزة المحتل، بما في ذلك إغلاق المعابر الحدودية، يفضي إلى نتائج إنسانية واقتصادية وبيئية وخيمةRecognizing also that the challenges include violence perpetrated by organized criminal groups, including violence motivated by racism.
