In resolution 38/10, the Commission called upon the Secretary-General, in preparing the programme budget for the biennium 1996-1997, to anticipate, from within existing levels of the programme budget, adequate human and financial resources to carry out fully the strategic action required by the United Nations to implement the Platform for Action.
In October 1998 the Division for the Advancement of Women, in collaboration with the five regional commissions, sent out a questionnaire in which governments were asked to report on their actions to implement the Platform for Action in each of the 12 critical areas of concern.
In its agreed conclusions on each critical area of concern, the Commission has made recommendations on concrete measures and effective instruments of public policy and planning to implement the Platform for Action. It has also focused to some extent on more fundamental changes in institutions and in behaviour and attitudes of individuals and groups.
Calls upon the Secretary-General, in preparing the programme budget for the biennium 1996-1997, to anticipate, from within existing levels of the programme budget, adequate human and financial resources to carry out fully the strategic action required by the United Nations to implement the Platform for Action;
Welcomes the decision of the Committee on the Elimination of Discrimination against Women to amend its reporting guidelines in line with the recommendations of paragraph 323 of the Platform for Action to enable it to consider reports submitted by States parties, and invites States parties to include information on measures taken to implement the Platform for Action in their reports;
Also reaffirms that in order to implement the Platform for Action adequate mobilization of resources at the national and international levels, as well as new and additional resources to the developing countries, in particular those in Africa and the least developed countries, from all available funding mechanisms, including multilateral, bilateral and private sources for the advancement of women.
Strengthening national capacities in developing countries to implement the Platform for Action would require striving for the fulfilment of the agreed target of 0.7 per cent of the gross national product(GNP) of developed countries for overall official development assistance(ODA) as soon as possible, as well as increasing the share of funding for activities designed to implement the Platform for Action.

Also recommend that the Governing Council of the United Nations Environment Programme should invite the Executive Director of the United Nations Environment Programme, in cooperation with the United Nations Educational, Scientific and Cultural Organization, the Food and Agriculture Organization of the United Nations and the United Nations Development Programme, to continue to facilitate any ensuing process to implement the platform until such time as a secretariat is established.
In particular, UNIFEM has worked with UNDP and the resident coordinator system in providing technical support and consultation on the implementation of the Beijing Platform for Action and on gender mainstreaming, convening inter-agency thematic groups on gender at the country level, some of which include bilateral aid organizations and non-governmental organizations, in order to coordinate technical and financial support to implement the Platform for Action.
It also recommended that the Governing Council of UNEP should invite the Executive Director of UNEP, in cooperation with the United Nations Educational, Scientific and Cultural Organization(UNESCO), the Food and Agriculture Organization of the United Nations(FAO) and the United Nations Development Programme(UNDP), to continue to facilitate any ensuing process to implement the platform until such time as a secretariat was established.
(e) Encourages the voluntary presentation of national information and suggests that such information should address the priority issues identified by the Commission on the Status of Women in its programme of work, bearing in mind that Governments are to develop comprehensive implementation strategies or national plans of action, including time-bound targets and benchmarks for monitoring, in order to implement the Platform for Action fully;

During the period covered by this Report, various organizations were created, and programs and actions were undertaken that demonstrate the Brazilian Government ' s decision to implement the platforms for action contained in these different documents.
Development funds and programmes of the United Nations system should undertake an immediate analysis of the extent to which their programmes and projects are directed to implementing the Platform for Action and, for the next programming cycle, should ensure the adequacy of resources targeted towards eliminating disparities between women and men in their technical assistance and funding activities.
