The Government of Maldives recognises the important role played by non-governmental organisations(NGOs) in promoting and implementing the rights set out in the Covenants and undertook several rounds of consultations with relevant NGOs in the initial drafting stage of this document.

The Committee decided to recommend to the General Assembly that the commemorative meeting of the twentieth anniversary of the adoption of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries should be held on 7 October 1998 in the morning.
