In the context of the Fourth Biennial Meeting of States to Consider the Implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects, States considered the implementation of the International Instrument to Enable States to Identify and Trace, in a Timely and Reliable Manner, Illicit Small Arms and Light Weapons.
Welcoming also the successful conclusion of the Fifth Biennial Meeting of States to Consider the Implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects, chaired by the Permanent Representative of Afghanistan to the United Nations and held in New York from 16 to 20 June 2014.

It is precisely because of this that, in 2008, the Biennial Meeting of States to Consider the Implementation of the Programme of Action on Small Arms reaffirmed the importance of regional approaches for the implementation of the Programme of Action, recommended the organization of regional meetings to combine efforts to implement the Programme of Action and recognized the importance of international cooperation and assistance to achieve the full and effective implementation of this instrument.
In accordance with the adopted work programme, we will now begin our thematic debate under the conventional weapons cluster by listening to an introduction by His Excellency Mr. Pablo Macedo, Chairperson of the Fourth Biennial Meeting of States to Consider the Implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects.
In this context, Venezuela believes that the results of the Fourth Biennial Meeting of States to Consider the Implementation of the Programme of Action, held from 14 to 18 June, reaffirmed the commitment of Member States to continuing to use the platform offered by the Programme of Action to strengthen cooperative efforts to prevent, combat and eradicate the illicit trade in small arms and light weapons internationally.
Pursuant to resolution 57/72, the Department for Disarmament Affairs sent a note verbale to States, dated 14 March 2003, convening the United Nations First Biennial Meeting of States to Consider the Implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects and inviting them to attend.
In the light of the outcome document of the Third Biennial Meeting of States to Consider the Implementation of the Programme of Action, held in 2008, which identified illicit brokering in small arms and light weapons as a priority issue, the Regional Centre launched a new project in June 2009 entitled" Enhancing international and regional cooperation to prevent, combat and eradicate illicit brokering in small arms and light weapons in Asia and the Pacific".
In its resolution 63/72 entitled" The illicit trade in small arms and light weapons in all its aspects", the General Assembly endorsed the report adopted at the Third Biennial Meeting of States to Consider the Implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects(A/CONF.192/BMS/2008/3).
On the specific issue of small arms and light weapons, my country urges the effective implementation of the final document of the third Biennial Meeting of States to Consider the Implementation of the Programme of Action on Small Arms, and stresses in particular the following essential points: cooperation and international assistance; illicit brokering; stockpile management and the destruction of surpluses; and marking and tracing.

My country is pleased that, this past July, the Third Biennial Meeting of States to Consider the Implementation of the Programme of Action on Small Arms resulted in a substantial final document(see A/CONF.192/BMS/2008/3) on the essential points, namely, international cooperation and assistance, illicit brokering, stockpile management and surplus disposal, and marking and tracing.
Papua New Guinea therefore welcomes the adoption of the report of the Third Biennial Meeting of States to Consider the Implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects in July this year in support of a global framework for addressing and curbing the illicit trade in small arms and light weapons.
