At its 7th meeting, on 29 October, having considered a proposal by the Chair, the SBSTA noted that it did not complete its consideration of the further steps to be taken in advancing the work on" Good practices" in policies and measures among Annex I Parties in implementing decision 13/CP.7.
Decides that the scope of capacity-building needs as contained in the framework for capacity-building in countries with economies in transition, annexed to decision 3/CP.7, is still relevant and that the following are key factors that could assist in implementing decision 3/CP.7.
The COP, at its ninth session, outlined the necessary steps to complete the review of the implementation of the framework annexed to decision 2/CP.7. It requested the secretariat to prepare a paper, with technical appendices, on the range and effectiveness of capacity-building activities in developing countries aimed at implementing decision 2/CP.7.
The representative of the Secretariat reported on the progress achieved in implementing Decision BC-10/10, on cooperation with the World Customs Organization and its Harmonized System Committee and proposals for amendments to the Harmonized Commodity Description and Coding System based on the list of wastes covered by the Basel Convention.
(f) In implementing decision 2010/17 of the Executive Board, the Ethics Office vetted recommended candidates for key oversight positions for potential conflicts of interest and met with each of them to brief them on the role of the Ethics Office and how each manager is a critical partner in supporting ethical behavior in UNDP.

The SBSTA agreed on a frame for defining what further steps should be taken in advancing the work on" good practices" in policies and measures of Annex I Parties in implementing decision 13/CP.7. The frame consists of three elements.
Acknowledges that mainstreaming policy-relevant actions at national and international level within the United Nations Convention to Combat Desertification mandate, as indicated in the advocacy policy framework, provides the necessary elements for implementing decision 8/COP.9 and decision 9/COP.10 on the generation of such policy frameworks on thematic issues in order to address the adverse impacts of desertification, land degradation and drought, keeping in mind gender sensitive approaches.
To request the secretariat to prepare a paper, with technical appendices, on the range and effectiveness of capacity-building activities in developing countries aimed at implementing decision 2/CP.7, for consideration by the Subsidiary Body for Implementation at its twentieth session, this paper and its technical appendices to be based on the terms of reference contained in annex III of the report of the Subsidiary Body for Implementation at its eighteenth session;
Recognizes that States Parties to the Convention have agreed to provide additional financial resources for the implementation of the Convention in accordance with article 20 of the Convention, and urges all funding institutions, including bilateral and multilateral donors as well as regional funding institutions and non-governmental organizations, to cooperate with the secretariat of the Convention in implementing decision III/6 of the Conference of the Parties;
It requested the secretariat to prepare a paper with technical appendices on the range and effectiveness of capacity-building activities in developing countries aimed at implementing decision 2/CP.7, for consideration by the Subsidiary Body for Implementation(SBI) at its twentieth session, this paper and its technical appendices to be based on the terms of reference contained in annex III of the report of the SBI on its eighteenth session(FCCC/SBI/2003/8).
The report also contains a recommendation that the 4-per-cent reduction for contributions over $40 million be continued beyond 2004, so that a comprehensive proposal can be prepared for review by the Board at the second regular session of 2005, taking into account the results of the discussions on harmonization and a review of the UNICEF experience in implementing decision 2003/9 on the recovery policy.
The SBI invited other United Nations organizations and multilateral, intergovernmental and other international and regional organizations to complement the efforts of Parties under the Convention in implementing decision 23/CP.18 through innovative ways to finance and further encourage the participation of women delegates in the UNFCCC process, and in strengthening the gender considerations of any current work relating to the thematic areas of gender and climate adaptation, mitigation, finance, technology and capacity-building.
The SBSTA agreed to consider, at its seventeenth session, the further steps to be taken in advancing the work on" good practices" in policies and measures of Annex I Parties in implementing decision 13/CP.7 in the frame for action referred to in paragraph 45(e) above, considering the input from the exchange of views on the initial results, submissions by the Parties on the frame, and the information received from the relevant international and intergovernmental organizations.
With a view to enhancing the effectiveness of the preventive action in relation to money-laundering and terrorist financing, such research activity has then been extended to those persons who are not mentioned in the United Nations resolutions, but are included in the measures of the European Union(in particular in annexes III and IV to Council Decision 2011/137/CFSP of 28 February 2011, concerning restrictive measures in view of the situation in Libya and in Council Implementing Decision 2011/175/CFSP of 21 March 2011).
